As far as I can make out this cannot possibly affect the supply of "Pokfulam" or "Tyram". I should say that the Secretary of State has no objection to the Admiralty with whom Lord Ripon will communicate if the Governor has none but it is a matter which must be settled locally.
Lalu Send the correspondence to the Governor and say that he should meet the wishes of the Admiralty if possible. but the freehold of the ground must be retained by the Government.
